Requirements:

  • Six (6) years of experience in software processes, design, development and testing with experience as a developer in a DoD related organization. Experience in the following areas:
  • Experience in software development solutions in such areas as studying information needs; conferring with users; studying systems flow, data usage, and work processes; investigating problem areas; and following the software development lifecycle.
  • Determination of operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions.
  • Documentation and demonstration of solution through documentation development, flowcharts, layouts, diagrams, charts, code comments and clear code.
  • Preparation and installation of solutions by determining and designing system specifications, standards, and programming.

Location: 100% Onsite NSWCDD

Contract Education Requirement:

  • Bachelor’s degree in a Computer Science, Physics, Mathematics, Engineering,
  • or other technical field or equivalent experience and at least 1- year of applicable experience.

Job Summary:

  • This position requires the ability to conduct systems engineering & analysis, modeling, and software development used within the weapon system.
  • The work entails developing descriptive models of software, targeting system, and Fire Control to be used in identifying systems engineering trades in designing the replacement missile and the software and systems used to support the replacement missile.
  • Individual will primarily participate in the development of descriptive models using Magic Draw and will operate in an environment using Agile principles with a Kanban board.

Skills/Experience Requirements:  

  • Willingness to learn Magic Draw and generate descriptive models; existing knowledge of the tool is not required but is beneficial.
  • Effective communication skills
  • Ability to perform analysis and problem-solving techniques in support of professional scientific/engineering work.
  • Ability to work independently and with others within established teams, across organizations, to meet established goals within schedule driven timelines.

Education:

  • Bachelor of Science (BS) degree from an accredited college or university in an engineering, scientific, or technical discipline or substitute four years of demonstrated and established knowledge base and subject matter expertise relevant to specific technical disciplines of the SOW, and an additional two years of experience;
  • Or Master’s Degree from an accredited college or university in engineering, scientific, or technical discipline.

Specific Experience: 

  • The Journeyman Software Engineer requires LeSS or SAFe expertise. The minimum experience listed below is not a requirement if the candidate has a Ph.D.

Location: on NSWCDD and 2 days a week in Fredericksburg, VA

Special Skills Required:

Tasking shall include Software Design and Development

   Software development in Java and C++ 

  • Maintain and develop software in support of B Dept programs based on problem reports.
  • Develop software in support of a B Dept programs model in AFSIM.
  • Update software requirements if required to implement change.
  • Generate and document preliminary design.
  • Generate and document detailed software design.
  • Provide technical input for all required reviews.
  • Provide updates for software user manuals.
  • Generate and debug assigned software code elements.
  • Generate and implement unit level test procedures.
  • Document test plans and procedures in developer test descriptions.
  • Perform software element integration test prior to release of the software.
  • Generate and perform capability test procedures in order to verify complete functional coverage of all new/modified code.
  • Generate procedures and scripts and perform automated testing.
  • Prepare and submit a correction package for all assigned defects, anomalies, and enhancements. The correction package shall define proposed code changes and test plans. Upon approval and completion of the correction, the Contractor shall assist in documenting the results of the testing.
  • Generate and maintain development schedules consistent with the Government’s master schedule.
  • Use government tools to maintain software CM.
  • All software design and code is subject to formal inspection led by the government prior to testing.
  • Participate in all design and code reviews.
  • Investigate defects in all phases of testing and integration.
  • Develop integration procedures and support integration.
  • Monitor and evaluate software performance.

Software Design

  • Develop/modify software requirements specifications to existing B Dept programs requirements for new/modified capabilities.
  • Document impacts of Hardware changes on
  • Review B Dept programs System/Software Problem Reports (SPRs) and Issues for applicability and closure.
  • Review and provide comments on Engineering Change Proposals (ECPs).
  • Review Proposed Software Support Activity (SSA) SPR fixes and provide comment/technical guidance.
  • Participate in semi-annual meetings with Operational Forces to insure their priority issues are being addressed.

303 Security Engineer

Flexible work schedule: 2 to 3 days on base/telework

 Job responsibilities:

  • Author DoD IA Assessment and Accreditation artifacts.
  • Document a system from an IA perspective using Microsoft Office including MS Word, MS Excel and MS Visio and other appropriate tools.
  • Derive, document and/or identify system CONOPS for Mission Assurance Categorization per DoDI 8500.2.
  • Research and recommend logical and physical solutions that prevent, detect and correct the system to be certified and accredited.
  • Apply DISA Security Technical Implementation Guides (STIGs) and NSA recommendations.
  • Identify disagreements between as built specifications, security requirements and DoD security policies and recommend approaches to bring the system into compliance.
  • Author and revise system requirements and specifications to meet DoD security policies.
  • Perform vulnerability tests as Red Team and Blue Team using manual techniques
  • Assured Compliance Assessment Solution (ACAS) and other similar and appropriate IA and security tools.
  • Plan, execute and document risk assessments against known vulnerabilities based upon security approaches and known hacker techniques and exploits.
  • Identify and perform security analysis of connectivity relationships between the subject US Naval warfare system and the equipment to which it interfaces, both physically and virtually.
  • Lead and perform as Information Assurance Officer to be focal point for all security matters related to specific sets of information systems.
  • Define an Information Assurance Vulnerability Management (IAVM) Plan.
  • Plan, execute and document results of security tests.

Required Skills and Experience:

  • 5+ years of experience in analyzing and securing DoD or IT systems
  • Minimum IAT Level III/IAM Level II
  • In-depth understanding of computer security, military system specifications, and DoD Information Assurance policies for both Land Based and afloat/tactical systems.
  • Strong ability to communicate clearly and succinctly in written and oral presentations.
